Russia Moves Toward Its First Framework AI Law
On 8 July 2026, the Russian State Duma adopted Bill No. 1 271 570−8 "On Supporting the Development of Artificial Intelligence Technologies in the Russian Federation". The bill was approved by the Federation Council on 17 July 2026.

The law introduces regulation of large foundation AI models and creates two categories: "sovereign" and "national" AI models. For IP owners, Article 10 is particularly important. It requires AI providers to inform users about rights in AI-generated results and introduces a special rule on the use of copyrighted and related-rights materials for training sovereign and national AI models.

Most provisions are expected to enter into force on 1 September 2026, while the rules on AI labelling, developers' obligations and use of IP-protected materials are scheduled for 1 March 2027.
